ITS
HAR FÖRENKLAT STANDARDISERINGEN
Inga SS-EN längre från ITS
ITS har gett de europeiska standarderna (EN)
deras eget rätta värde. Sedan mars 2002 har ITS slutat fastställa, som svensk standard
(SS-), de europeiska standarderna (EN 300 000-serien) från ETSI. ETSI är erkänt
av Kommissionen för europeisk telekomstandardisering.
Den svenska författningen (SFS 2029:1994)
ålägger myndigheter att i sina tekniska föreskrifter hänvisa till europeiska
eller internationella standarder. Kommissionen har konstaterat att så länge som
en europeisk standarder har samma värde som en nationellt överförd standard
behövs inte den nationella överföringsprocessen.
ITS beslut stämmer även med Kommissionens definition
av europeisk standard (EN): standard som fastställts av ett europeiskt
standardiseringsorgan och som är allmänt tillgänglig. (Direktiv 98/34 EEG). Det
finns tre erkända standardiseringsorgan i Europa: CEN, CENELEC och ETSI.
ITS standarder gratis på nätet
ITS tillhandahåller utan kostnad sina svenska
nationella standarder och några av de upphävda standarderna från ITS hemsida (www.its.se). Sedan många år tillhandahåller ETSI
alla sina standarder utan kostnad (www.etsi.org).
Kan vi få se denna utveckling för alla
standarder?
Bo Viklund, VD på ITS, Informationstekniska
standardiseringen, säger att han är fullt införstådd med att standardiseringen
ofta finansieras genom de överskott som erhålls när standarderna säljs. Dessa
intäkter används till standardiseringsprocessen inklusive översättningarna.
Teleintressenterna har bedömt det viktigare att standarderna når ut och används
än att försäljningsöverskotten skall användas till finansieringen av
standardiseringen. Intressenterna har tagit på sig hela kostnaden för arbetet
inklusive det elektroniska tillhandahållandet.
Till sist hoppas han att ITS steg att inte
göra SS-EN av ETSIs standarder är ett viktigt steg mot ett direkt erkännande
och användning av de europeiska standarderna.

ITS HAS SIMPLIFIED THE STANDARDISATION
PROCESSES
No longer
any SS-EN from ITS
The Swedish telecommunication standardisation
organisation, ITS, now recognises European standards (EN) directly. Since March
2002, ITS has ceased to transpose the ETSI EN 300 000 series standards as
Swedish standards (SS-EN). ETSI is recognised by the European Commission as a
European standardization body.
The Swedish regulation (SFS 2029:1994) states that
authorities who intend to change or adopt a technical regulation should
determine if there is an
international or European standard within the area and investigate if it is
possible to adjust the regulation to the standard. This procedure should also be followed for proposals for such
standards. This regulation is fully in line with the WTO Technical Barriers to
Trade agreement and the Directive 98/34 EEC.
At a meeting in the EU 98/34 Directive Committee in
January 2002 it was noted:
The
chairman, Mr E Vardakas, concluded that this proposal is a national matter.
Each NSO has its national regulation to follow, including the responsibilities
to withdraw national conflicting standards. A national catalogue should be made
available indicating the equivalence between the European and national
standards.
This statement is fully in line with the definition of
a European standard (EN): “standard adopted by a European standardisation body
and made available to the public” (Directive 98/34 EEC). Three European
standardisation bodies, CEN, CENELEC and ETSI, are recognised in Europe.
In line with these statements the Board of ITS has
decided, as of 2002-03-01, that ITS should cease the transposition of ETSI EN
300 000 series standards into Swedish standards (SS-EN) and withdraw any
conflicting national standards, when new ETSI EN standards are adopted. The
decisions taken imply that ETSI EN standards are equivalent to transposed
Swedish standards. This decision has been confirmed by the Board of the Swedish Standards Council, SSR.
ITS
standards freely available on the Internet
All Swedish national standards from ITS are freely
available from the ITS server (www.its.se).
Some of the withdrawn standards are also available. This service is paid for by
the ITS interested parties. For a
number of years now, ETSI has made all its deliverables freely available on the
net (www.etsi.org).
Will we
see a this development for all standards?
Mr Bo Viklund, Managing Director of ITS, says that he
is fully aware of the fact that standardisation systems are, either nearly
fully or partly, financed by the
income generated by the sales of standards. However, the interested parties in
the telecommunication area have decided that it is important that the standards
are available and used.
Finally, Mr Viklund noted that the ITS decision, to
cease the transposition of ETSI ENs, is an important step towards a real
recognition of the European standards (EN).
